Here's how to crop
In your animation shop menu bar, find the crop tool, and click on it. Follow the outer outline of the image in the FIRST frame. It will automatically apply to all frames.

Carefuly outline your image. It doesn't have to be real close at this point, Just get it fairly close. When you have done that you can make it fit the edge closely by simply left clicking and moving the lines to the way you want them. When you have it done, select "crop".
Your image will now be cropped to as close to the outter outline as you make it. Now click on "View" to see your neon lights effect in action.
If you like the way this looks, simply go to "save as" and click on that. When the "save" window opens, name your picture whatever you would like. You can optimize it if you would like or leave it as is, depending upon your preference.
Below are a couple of examples I have made to show you are NOT limited in colors to just dark backgrounds. As you get more familiar with making these you can also create them with different colored backgrounds, as well as different color "neon" effects using glow.
